The York County Planning Commission (YCPC), the working staff for YAMPO, is pleased to announce the opening of the 2020 YAMPO Transportation Alternatives (TA) Set-Aside Program Project Application Round. The TA Set-Aside Program funds are obligated through the YAMPO Transportation Improvement Program (TIP) to finance alternative transportation projects, to include but not be limited to the following: trails, other bicycle and pedestrian facilities (i.e., sidewalks and bike facilities), historic preservation of transportation facilities, stormwater management, and Safe Routes to School. Eligible TA Set-Aside Program sponsors include: local governments, regional transportation authorities, transit agencies, school districts and any other local governmental entity responsible for the oversight of transportation or trails.
An Optional Project Pre-application Form is due by 4:30 P.M., January 24, 2020. The pre-application form referred to in this process is the “Notice of Intent” or NOI. The NOI is a voluntary step for sponsors to have the YCPC staff determine whether their candidate project is eligible for consideration for this Funding Round. Once project eligibility is determined, the YCPC staff will notify the project sponsor of this determination. This notification will be provided to the project sponsor by 4:30 P.M., February 1, 2020.
Project sponsors may complete a Project Application Form with or without a Project Eligibility (i.e., NOI) determination. Applications are due by 4:30 P.M., March 20, 2020. Our staff evaluations of these applications will be complete on or about April 17, 2020. The YCPC will notify the sponsor of project approval on or about May 1, 2020.

Please be advised that this program does not provide grant monies up front for these projects. Instead, it provides 100 percent cost reimbursement for the construction phase of projects selected for funding. The project sponsor is responsible for the financing of all preconstruction activities, to include but not be limited to the following: design environmental clearance, right-of-way and utilities. Project sponsors should provide evidence through this process that the project in concept has been officially approved by the sponsor and/or the sponsor’s oversight body. In addition, the sponsors should have already undertaken some preliminary study or design efforts for their projects.
