York County and York City, Pennsylvania, are participating in the U.S. Department of Housing and Urban Development's Community Development Block Grant (CDBG) and HOME Programs. In administering these programs, the County and City have established a policy to encourage the use of minority and Section 3 owned businesses in CDBG and HOME assisted projects. • A minority owned business concern - a business that is at least 51% owned by a person or persons who certify they are U. S. Citizens and are Black Americans, Hispanic Americans, Native Americans (American Indians, Eskimos, Aleuts and Native Hawaiians) or Asian-Pacific Americans (origins from Japan, China, Philippines, Vietnam, Korea, Samoa, Guam, U. S. Trust Territories of the Pacific, Northern Marianas, Laos, Cambodia or Taiwan)

To be included on the listing as a Section 3 business it must meet one of the following definitions:

  • A business concern that is 51% or more owned by Section 3 resident; or
  • Whose permanent, full-time employees include persons, at least 30% of whom are currently Section 3 residents, or within three years of the date of 1st employment with the business concern were Section 3 residents; or
  • A business concern that provides evidence of a commitment to subcontract in excess of 25% of the dollar award of all subcontractors to be awarded to business concerns that meet the qualifications set forth in paragraphs 1 or 2 above
  • (A Section 3 resident is defined as a Public Housing Resident, or a resident of a metro area or non-metro county in which the Section 3 covered assistance is expended, and who qualifies as a low or very low income person)
