The York County Community Development Block Grant program is funded through the U.S. Department of Housing and Urban Development (HUD), which provides annual grants on a formula basis to Entitlement cities and urban counties (including York County) to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. HUD requires York County to prepare a Consolidated Plan every five years, to cover several programs administered by YCPC.
York County also solicits projects for the use of the CDBG program funds on a three year cycle. This solicitation covers CDBG program funding for the 2024, 2025, and the 2026 program years. There are four primary types of activities that can be funded through the York County CDBG program: clearance and demolition; public facilities construction, improvement, expansion, including site acquisition; public services; and planning.
