Emergency Solutions Grant CV (ESGCV) Program
On November 12, 2020, a Public Notice was posted stating that the County intends to apply for $83,210.00 in funding for Temporary Shelter Operations through the Pennsylvania Department of Community and Economic Development (DCED) Federal Emergency Solutions Grant CV (ESGCV) funding under the ESGCV Code Blue program. Since that posting, the amount of funds to be requested has been increased to $84,740.00. The remaining information in the notice remains the same.
The York County Planning Commission will be the lead agency. The County intends to execute a subrecipient agreement with Children’s Aid Society, York, PA, for the operation of the shelter.

The Coronavirus Aid, Relief, and Economic Security Act of 2020 (CARES Act) provided for a supplemental appropriation of Homeless Assistance Grants under the Emergency Solutions Grant (ESG) program, as authorized by McKinney-Vento Homeless Assistance Act of 1987 (P.L. 100¬77), and as amended by the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of 2009 (P.L. 111-22) (42 U.S.C.S.§11371 et. seq.).
The Commonwealth of Pennsylvania, through the DCED, has received a second allocation of the ESGCV funds totaling $19,930,907, from the U.S. Department of Housing and Urban Development (HUD). DCED is reserving a portion of the ESGCV funds for use toward emergency shelter in preparation for the winter months 2020-2021.
This reservation, entitled ESGCV Code Blue, will allow applicants to apply for funding for emergency shelter and temporary emergency shelter to expand shelter for those experiencing literal homelessness. DCED’s priority for the use of these funds will be to assist homeless providers and communities prepare for, prevent the spread of, and respond to the coronavirus through the use of emergency shelter and temporary emergency shelter components.
