The County Comprehensive Plan provides a framework to guide the growth and development of the County, as well as the protection of its important natural resources. The staff of the Long Range Planning Division is responsible for the development and updating of the plan. This document is adopted by the York County Board of Commissioners and is the foundation for land use policy in the County. Engaging in cooperative planning efforts with local municipalities is also fundamental to achieving the goals and objectives set forth in the Plan.

This tool is used to estimate the amount and location of future development that may be permitted to occur in a municipality under current development regulations. It also assesses whether the municipality has the capacity to accommodate new residents based on population projections. Recommendations are offered based on the results of the analysis. It is often conducted in conjunction with comprehensive plan updates or proposed school expansions.
The York County Heritage Program is a network of resources – natural, cultural and historic – that are officially designated by the York County Planning Commission. The purpose of the Program is to highlight the special places that make York County unique.

Subdivision and land development proposals are implementing or changing land use on a daily basis. As required by the PA MPC, all proposed subdivision and/or land development plans for municipalities with a Subdivision and Land Development Ordinance in York County shall be submitted to the York County Planning Commission for review. All proposed subdivision and /or land development plans for municipalities that currently do not have a Subdivision and Land Development Ordinance (Delta Borough, Yoe Borough, York Haven Borough and Yorkana Borough) shall refer to the York County Subdivision and Land Development Ordinance for plan submission procedure.
