What is the York City/County Continuum of Care (CoC)?

A Continuum of Care (CoC) is a local or regional planning body that coordinates housing and services funding for homeless families and individuals. In 1995, the Department of Housing and Urban Development (HUD) instructed communities that they had to apply for federal homeless funding through a coordinated process – and the CoC was born.

From 1996 to 2004, York City & County operated a local, county-wide CoC Committee and HUD application process, however, it was determined that additional dollars may be available for our community if York joined the Central/Altoona Regional Housing Advisory Board – a regional group of counties in central Pennsylvania that would apply for HUD funding together.

From 2005 to 2010, York participated in this regional planning process. In 2010, it was determined that York should again bring their planning and application process back to a more local, county-wide practice and so in 2011 the York City & County Continuum of Care was brought back.

York County Planning Commission serves as the government liaison (or CoC Lead Agency) for the County of York in the HUD application process and the CoC Committee, and plays an active role in determining plans to prevent and end homelessness in York County.

The Continuum of Care (CoC) Committee

The York City & County CoC Committee was created in 2011 with HUD approval. Participants range from those who work in homeless serving housing or service projects, to health care, government, and other interested parties, including those who are homeless or formerly homeless.

The group typically meets once per month, on the 4th Thursday, but that schedule is subject to change. For more information please visit the CoC Committee Page.

The Continuum of Care (CoC) Funding Process

The Continuum of Care funding process is directed through the CoC Committee, listed above, as well as the York County Planning Commission (YCPC). The funding process is dependent upon open and close dates for applications that are produced by the Department of Housing and Urban Development (HUD). Typically, the application process occurs in the Fall, with funding being awarded the following Spring. Projects must meet the specifications of housing and project types set forth by HUD through the HEARTH Act, as well as local specialized priorities which are set by the CoC Committee. Projects that apply for this funding stream must be ranked and approved by a sub-committee of the CoC Committee.

2018 Home4Good Request for Proposal Process

In calendar year 2018, the Pennsylvania Housing Finance Agency (PHFA) in conjunction with the Federal Home Loan Bank of Pittsburgh (FHLBank Pittsburgh), released the first "Home4Good" funding RFP. The goal of this funding source is to, "provide grants to address systemic gaps in support and services and help make homelessness in the Commonwealth rare, brief, and non-reoccurring."

The FHLBank Pittsburgh and PHFA requested the participation of CoC's in Pennsylvania to assist in the local marketing, solicitation, and review of projects for Home4Good. The York City/County CoC discussed this opportunity, and the CoC voted to work with Home4Good at the June 28, 2018 meeting. On June 29, 2018, the CoC Lead Agency submitted the CoC's Committment Letter to participate in this process, to PHFA.

As Home4Good is a new funding resource this year, the CoC acknowledges that all parties are still learning the most efficient way to market, solicit proposals, and review proposals. The CoC will do it's best to ensure that all approved documents are posted to this website, however, the CoC recommends contacting that Chief of Programs Management & Compliance (email link below under the Questions section) to ensure that you are included on the CoC's distribution email list, if you are interested in this RFP. The distribution list allows the CoC to provide more timely guidance and answer FAQ's from local agencies.
