Agricultural Security Area Reviews – The YCPC reviews existing Agricultural Security Areas (ASA) at seven year intervals and when a change in an ASA is proposed.
Air Quality – The YPCP prepares Air Quality Conformity Reports, which provide an analysis of the air quality implications of the current Transportation Improvement Program and Long-Range Transportation Plan.
Environmental Resources Inventory – As part of the York County Comprehensive Plan, the YCPC has developed a resource report which provides an inventory and discussion of countywide environmental resources, to serve as a guidebook for natural resource preservation and protection, and to further distinguish between areas appropriate for development versus areas appropriate for open space and conservation uses. Environmental Reviews – Projects requiring permits from the PA Department of Environmental Protection must be referred to the YCPC for an opportunity to provide comments relative to consistency with the County Comprehensive Plan.
Floodplain Identification – The YCPC provides information regarding the use of Federal Flood Insurance Rate Maps and assists in determining the flood hazard status of properties located within York County.
Hazard Mitigation – The YCPC develops, implements, and updates the Hazard Mitigation Plan component of the York County Comprehensive Plan, in a collaborative effort with all 72 municipalities. The YCPC also provides technical assistance, and acts as conduit between PEMA and FEMA for distributing information related to hazard mitigation.
Integrated Water Resources Plan (IWRP) – YCPC has developed the IRWP and web-enabled IWRP Flowchart Tool to explain and demonstrate how everything related to water is tied together, and to assist municipalities in meeting their MS4 stormwater obligations.
MS4 Permitting Program – Technical assistance and guidance is available to municipalities to assist with stormwater management planning and ordinance preparation, and meeting MS4 permit requirements.
Natural Areas Inventory – This document contains information on the locations of rare, threatened, and endangered species, and of the highest quality natural areas in the County.
Open Space and Greenways Plan – This Plan provides an inventory of existing open space and greenways throughout York County, and offers an array of techniques that can be used to preserve, protect, and acquire additional open space and greenways.
Recreation/Parks/Open Space Plans – Proposed municipal plans need to be submitted to the YCPC for review and comment relative to consistency with the Open Space and Greenways Plan and other components of the York County Comprehensive Plan.
Sewage Facilities Plan Reviews – Municipalities are required to develop and implement official plans which provide for the resolution of existing disposal problems, and provide for future sewage disposal needs of new development. These plans must be submitted to the YCPC for an opportunity to review and comment.
Solar Energy – The YCPC has developed a Solar Energy Systems Model Ordinance for review and consideration by municipal officials.
Stormwater Management – The YCPC is actively engaged in the development of the York County Watershed Implementation Plan (WIP) and a Chesapeake Bay Pollution Reduction Plan. Staff also provides technical assistance to municipalities to assist with Act 167 stormwater management planning and ordinance preparation, and meeting MS4 permit requirements.
