The Long Range Planning Division is primarily responsible for the ongoing development and implementation of the York County Comprehensive Plan. In addition to growth management, key focuses of the Plan are Housing & Community Development Planning, Water Planning and Hazard Mitigation Planning. The Division also offers a variety of services, conducts plan/ordinance reviews, and provides technical assistance.

This tool is used to estimate the amount and location of future development that may be permitted to occur in a municipality under current development regulations. It also assesses whether the municipality has the capacity to accommodate new residents based on population projections. Recommendations are offered based on the results of the analysis. It is often conducted in conjunction with comprehensive plan updates or proposed school expansions.

The YCPC is an affiliate of the PA State Data Center, which serves as Pennsylvania’s official source of population, economic and housing statistics, and can assist with specific census data inquiries. Additionally, through the US Census Bureau’s American FactFinder tool, data seekers can search both the decennial censuses and the American Community Survey by topic, geography, racial/ethnic group, industry codes, and EEO occupation codes to obtain demographic, economic and housing data. Education & Outreach
The Long Range Planning Division welcomes the opportunity to share our knowledge of “planning” on a wide range of topics with municipal officials, public agencies, community groups and school students.
- Municipal Officials Training: This includes presentations to newly-elected and appointed officials or a refresher course for existing officials. Common topics include the PA Municipalities Planning Code (PA MPC), growth management/land use, neighborhood planning, natural resource protection, open space and recreational planning, population statistics and trends, and responsibilities of the County Planning Commission.
- School Students: Staff work cooperatively with teachers to develop a presentation that meets their needs and is applicable to the particular age group. Common topics include community planning, water resource planning, and understanding local government (role playing).
