Welcome to the York County Planning Commission Community Development page. The primary focus of the Community Development Division is the administration of the Community Development Block Grant (CDBG) and the Emergency Solutions Grant (H-ESG), which is done in conjunction with the Housing Division. This Division is also responsible for completing several key reports to federal funding agencies.
Annual Action Plan –The purpose of the Annual Action Plan is to prioritize goals for the ensuing year in an effort to address the objectives and outcomes outlined in the York County Consolidated Plan (through the use of CDBG, H-ESG, and HOME funds). The Annual Action Plan sets forth the specific projects and activities that will be undertaken in a given year to progress toward meeting identified needs, goals, and objectives.
CAPER –The CAPER (Consolidated Annual Performance and Evaluation Report) is an evaluation and performance report required by the Department of Housing and Urban Development (HUD). At the end of each fiscal year, the CAPER details York County’s accomplishments toward meeting the goals outlined in the York County Consolidated Plan .
Community Development Block Grant (CDBG) – This is a federal funding source that provides dollars to the York community for a variety of projects – ranging from social services to infrastructure improvements in the local community.

Section 3 Businesses – Section 3 businesses are also key players in the CDBG projects. Section 3 is determined by the owners and staff of s business; those who qualify for Section 3 have individuals who live in public housing or qualify as low income or very low income. Three Year Funding Plan –The Three Year Plan informs the public about the activities to be funded for the next three years under CDBG and cover social service activities, planning activities, and housing activities.
York County Consolidated Plan - This plan includes the plan to address local housing and community development issues in York County in five (5) year terms. This plan outlines the guidelines for use of several of the YCPC funding sources, such as CDBG, HOME, and H-ESG.
