Federal laws and Ordinance require the formation of a Metropolitan Planning Organization (MPO) for each urbanized area with a population of more than 50,000 to coordinate a comprehensive and continuing transportation planning program.
On August 24th, 1964 the York Area Transportation Study, now called the York Area Metropolitan Planning Organization (YAMPO), was established by a Pennsylvania Department of Transportation (PennDOT) charter to accomplish these tasks. The YAMPO is governed by a two-tiered committee structure that includes a recommending committee called the Technical Committee and a decision-making committee called the Coordinating Committee.
The York County Board of Commissioners has designated the York County Planning Commission (YCPC) as the agency to administer the YAMPO. The staff of the YCPC performs the required planning tasks to ensure that YAMPO is meeting the federal transportation requirements with the federal and state funds allotted to the YAMPO to make the necessary improvements to the transportation infrastructure.
By-Laws
The By-Laws serve as the document to identify current YAMPO policies and procedures, these will be revised annually or per change in federal regulation and/or state policy.

Membership
YAMPO is made up of two committees, the Technical Committee and Coordinating Committee.
The primary members of the YAMPO are the York County Planning Commission (YCPC), PennDOT, York County Transportation Authority (YCTA), Legislative appointments, City of York, South Central York, Greater York East, Greater York West, Northern York, South Western York and South Eastern York.
UPWP
The Unified Planning Work Program (UPWP) is a federally-mandated document serving as YAMPO’s annual work plan. It lists the transportation studies and tasks to be performed during the current fiscal year. The current UPWP covers FFY 07/01/2011 - 06/30/2012. The UPWP for FFY 07/01/2012 - 06/30/2013 is in development.
