Director:
The Director is the chief executive officer of the Commission and with the assistance and approval of the Commission, develops the work program and the necessary budget. The Director is responsible for all operations of the Commission, including accountability for funds and the hiring, promotion and discharge of personnel, subject to the approval of the Commission. The Director shall also assist the Commission in establishing basic policy and shall represent the Commission and its policy to all elected officials and the public.
Assistant Director:
The Assistant Director, as second in command, shares with the Director, responsibility for routine and day-to-day personnel administration and supervision of the office. Specific duties of the Assistant Director include the review and approval of annual work plans as well as the supervision and coordination of the activities of the County Municipal and Transportation planning components. The Assistant Director reviews and makes recommendations to the Director on all requests for staff training, workshops and conferences for the planning components.
The Assistant Director is responsible for providing the principal oversight for liaison with the municipalities in York County. The Assistant Director is the key staff person to work with the Local Government Advisory Committee of York County. As necessary, the Assistant Director assists the Director in providing liaison with other County Departments, the County Commissioners, and other public and quasi-public entities with which the Commission shares common interests.
The Assistant Director assists the Director in developing the preliminary budget. The Assistant Director shall have secondary responsibility in monitoring the Commission’s on-going financial status, in signing vendor checks and related documents and signing purchase orders. The Assistant Director reviews and makes recommendations to the Director for all proposals and contract documents to perform work for municipalities and other parties.
Fiscal Office:
The Fiscal Officer and Assistant Fiscal Officer positions are responsible for all fiscal matters for the York County Planning Commission. While the focus of this office is fiscal matters, the duties also include some personnel matters primarily, although not exclusively, in the area of employee benefits.
Support Staff:
The Support Staff provides assistance to all departments in the area of clerical/administrative assistance. Receptionist duties, computer skills, office routines and financial back-up generally describe the areas of expertise.
Administrative Assistant/Receptionist - This position is responsible for answering the phone, greeting and assisting visitors coming into the office, postage needs, report finishing and financial back-up, which includes invoicing and purchase orders and weekly deposit spreadsheets, as well as support for the UCC Board of Appeals.
Administrative Assistants - This position is responsible for LGAC, YCPC, YAMPO and Transportation Coaltiion mailings, meetings and minutes, word processing, information gathering, entering and printing the yearly Directory of Public Officials, and receptionist back-up.
